We visited Bamberg in from Dec 10 to 17 in 2009. The weather was cold and I seem to remember a light dusting of snow (but now we have the same in Ireland!). But it was bearable and there are plenty of pubs to keep you warm and the atmosphere is pretty different from the summer months. Schlenkerla was particularly nice but very crowded on the Saturday that we visited. We found the Christmas market quite disappointing; most of the stalls seemed to be selling the usual commercial 'tat' and we're not mad on gluhwein. Also, being veggie, there wasn't much choice of food. We visited some of the krips, which were also v. interesting. Being suckers for punishment, we went again one month later, just catching the end of a really cold spell. Much the same as in December. I think that it's well worth doing at least once to see a Franken winter. Then, being English, we are pub people rather than pub garden people!
