Yes, in the view of the (ignorant) beer consumers. They know or believe to know how many "normal beers" (Vollbier) they can drink to be drunk or not (can drive their car). If they drink stronger beers, they have to reduce the volume and change their means of transport or need tomorrow a day off.

The name Schankbier is not used by consumers (it's a category of the old beer tax and of the beer history or the brewery). If You go into a pub and ask for a "Schankbier", the most waiters don't understand or they think You mean a beer on tap.

"Schänke" (also written: "Schenke") is a historic style of bar, a kind of beer hall. "Schankwirtschaft" is a name of the restaurant business law and means a pub who have not a license to cook food.
